Rationale
Why Healthcare Infrastructure Projects
Healthcare Infrastructure Projects are structured initiatives that focus on the creation, expansion, modernization, or management of physical and technological assets used to deliver healthcare services.
These assets include hospitals, diagnostic and treatment centers, telehealth platforms, laboratories, and related support systems.
The objective is to improve service efficiency, accessibility, and quality, often through partnerships between the public and private sectors. The Early-Stage Investment Readiness for Healthcare Infrastructure Projects focuses on the following
Core Healthcare Facility
These involve the design, construction, financing, and maintenance of healthcare facilities such as hospitals, teaching hospitals, and primary care centers.
The private sector assumes responsibility for the infrastructure delivery, often over a concession period, while the public sector provides or supervises the clinical services.
Clinical and Service Delivery
These focus on specific medical or diagnostic services delivered within public healthcare systems.
They leverage private expertise and capital to improve efficiency, technology adoption, and service quality without full privatization of the hospital.
Support and Ancillary Service
These cover non-clinical services and operational support functions that enable efficient hospital operations but are not part of direct patient care. The goal is to achieve cost savings, quality improvement, and sustainability
Example: A private operator installs and manages a solar-based energy system for a state hospital under an EPC model, with payments tied to verified energy savings.
Programme Objectives
The Programme aims to help with Early Stage Investment Readiness for Healthcare Infrastructure Projects to typically meet the following Bankability objectives
How Healthcare Infrastructure Projects can be characterized by a high degree of revenues predictability under a (partial or full) Contracted Revenue Arrangement with a creditworthy counterparty
How Healthcare Infrastructure Projects can be delivered under a fixed construction price and schedule with a Building (or EPC) Contractor with clear strategies for Optimal Operations during Post-Construction
How Healthcare Infrastructure Projects can be governed independently with strong Governance Systems and operate in an environmentally sustainable manner from development stage to post-construction phase
