Overview

The ESIIR -LSI program, specifically tailored for Large Scale Industrial Projects is a low-cost open learning initiative designed to build the capacity of locally based project sponsors involved in LSI  projects across Africa.

Key Objective

    1. To provide substantial expertise to sponsors of Large Scale Industrial Projects, enabling them to understand project preparation, financial structuring.
    2. This initiative also aims to prepare attendees to effectively present their Large Scale Industrial Projects our Pitching Events.
    3. ESIIR-LSI will serve as a platform to identify projects that demonstrate traction, bankability, and a capable sponsor team with the potential to raise pre-development capital (i.e., Project Preparation Financing).

Rationale

Why Large Scale Industrial Projects

PROBLEM STATEMENT & RATIONALE

Despite the availability of development finance and increasing interest in African markets, a critical disconnection remains—often termed the "Missing Middle."

  1. Inexperienced First-time Project Sponsors: There are a several first-time project sponsors in Africa Large Scale Projects that are active in project development and generally lack the experience to anticipate the many challenges, risks, and extended development cycles associated with these projects.
  2. The Bankability Gap: Many sponsors of Large Scale Industries possess strong technical expertise but lack the specialized skills to structure deals that meet the stringent requirements of Development Finance Institutions (DFIs), private equity, and international banks. They often present "raw" concepts rather than structured investment opportunities.
  3. Perceived High Risk: Without robust financial models, clear governance structures, and defined ESG strategies, these projects are viewed as too risky by mainstream financiers, leading to a high rejection rate of potentially transformative projects.
  4. Slow Pace of Industrialization: The inability to unlock early-stage and construction finance stalls critical infrastructure and manufacturing projects, slowing national economic diversification goals.
  5. The Early-Stage Financing Gap: Its well understood that the investment requirements are modest at the early-stages of project development, however, third-party financing remains almost non-existent, leaving the financial burden to the project developers themselves.

The Opportunity: Africa needs a robust pipeline of viable, de-risked Large Scale Industrial projects to fulfill its mandate.

Industries that depend on minerals for their raw material are classified as mineral based industries. Iron and steel, cement and ship-building industries are examples of mineral based industries.

Catalytic Large-Scale Projects to be accelerated are mainly Large Scale Projects ($10m in Capital cost and above)

  • Integrated Cement Manufacturing Plant
  • Steel Rolling and Rebar Manufacturing Complex
  • Aluminium Smelting and Fabrication Plant
  • Glass Manufacturing Factory
  • Ceramic Tiles and Sanitary Ware Plant
  • Battery Manufacturing Gigafactory
  • Textile Manufacturing
  • Industrial Paper and Packaging Mill
  • Copper Processing and Cable Manufacturing Plant – Refining copper and producing electrical wires, cables, and conductors.

Africa possesses one of the most diverse and resource-rich but still lacks scale in agro-industrial products due to limited processing capacity, weak value chains, and underdeveloped agro-allied industries

  • Cassava-to-Industrial Products Complex
  • Integrated Animal Feed & Livestock Processing Industry
  • Rice Milling & Value-Added Production Zones
  • Dairy Processing and Integrated Pastoral Systems
  • Cocoa Processing & Chocolate Manufacturing Clusters
  • Fisheries & Aquaculture Industrial Parks
  • Agro Infrastructure i.e Irrigation, Storage and Post Harvest Logistics
